1. A pharmaceutical association at national level, eligible to apply for membership in the APF Forum shall be defined as an independent, nongovernmental association of pharmacists, which determines its own statutes, except for such legal or statutory duties it undertakes, and whose activities cover all aspects of educational and professional practice as well as scientific interests of the profession.
    2. Any professional national pharmaceutical association in the African Region of WHO shall be eligible to apply for membership of the APF Forum and participate in its programmes and activities.
    3. Pharmaceutical associations that meet the criteria in paragraphs 4 and 5, and which are represented at the inaugural meeting or which approves these statutes within a year, shall be considered to be founding members. Thereafter applications for membership will be considered as set out in paragraphs 4 and 5.
    4. WHO and the International Pharmaceutical Federation (FIP) shall be granted observer status. Application for observers status from other organisations shall be considered by the Executive Committee.
    5. National and regional pharmaceutical organisations outside the region and other bodies, whose activities support the aim of the APF Forum, may attend a meeting of the APF Forum as observers by invitation from the Executive Committee.

RULES OF PROCEDURE

  1. The APF Forum shall hold an annual meeting at a date and place as determined by the Executive Committee. For the purpose of conducting business, the quorum for the APF Forum's annual meeting shall be at least 50% of the paid up member organisations plus one. Each member organisation shall have one vote.
  2. Four weeks before each annual meeting, the Secretariat of the APF Forum shall send reports to Members. The Executive Committee shall propose the membership fees, and conduct other business in accordance with the aims of the Forum.
  3. Every two years the annual meeting shall elect an Executive Committee for a two-year term. Election of the Executive Committee shall be by secret ballot, and voting shall be for each office. A simple majority vote of those paid up present shall be required. Any member association can nominate candidates for election.
  4. Only representatives of the organisations, which have paid their annual fees, can take part in the vote and be elected.
